Why is it about catching the mouse?

Why doesn't it matter if it is a white or the black cat, but about catching the mouse?

We are loosing so much good work to prejudice i am beginning to wonder if the colour of a skin more important than delivery? I can bring out so many failures of history in the white mans terrain that everyones heads would spin and the fact that there are very few black people asserting themselves then that there isn't any chance to actually have an objective count as to who is really a failure. Are black people more successful at dodging just so they can't be held responsible?

Now i Listen to the lyrics of Dr. Albans song Hello Africa and in a part it says

It doesn't really matter whether a cat is black or white
What really matter is to catch the mouse
I'd rather do it in an African way

What is the African way of catching the mouse, which i believe this lyric is trying to say about governance? How does an African govern himself? Should we go back and try find who and why failures and successes in history?
